Aftermorethan30yearsofreformandopeningup,China'seconomicdevelopmenthasmaderemarkableachievements.Thetotaleconomicvolumehasleapedtothesecondplaceintheworldandhasbecomeaglobalmanufacturingpower.InMay2010,ChinasurpassedGermanytobecometheworld'slargestmanufacturingandexportcountry.Themanufacturingintegrationcapacityofenergy,oilrefining,nuclearpowerandothercompleteequipmenthasbeengreatlyimproved,butthereisstillasignificantgapcomparedwiththeinternationaladvancedlevel.  

Sincetheglobalfinancialcrisisandeconomicrecession,theUnitedStates,Europe,Japan,Russiaandothercountriesarereexaminingtheirdevelopmentstrategiesinordertocopewiththecrisis,recovertheeconomyandseizetheopportunityandcommandingheightoffuturedevelopment.OnOctober10,2010,theCPCCentralCommitteeandtheStateCouncilreviewedthesituationandkeptpacewiththetimes.BasedonChina'snationalconditions,scienceandtechnology,andindustrialfoundation,thedecisiononacceleratingthecultivationanddevelopmentofstrategicemergingindustrieswasofficiallyissuedinGF[2010]No.32document.Thereleaseofthedecisionhasattractedwideattentionalloverthecountryandeventheworld.  

Strategicemergingindustriesrefertothoseindustriesthatarebasedonmajortechnologicalbreakthroughsandmajordevelopmentneeds,playaleadingroleintheoveralleconomicandsocialdevelopmentandlong-termdevelopment,withintensiveknowledgeandtechnology,lessconsumptionofmaterialresources,greatgrowthpotentialandgoodcomprehensivebenefits.InthedecisionoftheStateCouncilandthe12thFiveYearPlan,China'sstrategicemergingindustriesincludesevenareas:  

(1)energyconservationandenvironmentalprotectionindustry;  

(2)newgenerationinformationtechnologyindustry;  

(3)biologicalindustry;  

(4)highendequipmentmanufacturingindustry;  

(5)newenergyindustry;  

(6)newmaterialindustry;  

(7)newenergyvehicleindustry.  

"Ifyouwanttodogoodwork,youmustfirstsharpenyourtools.".Inthesevenmajorfields,high-endequipmentmanufacturingindustry,withintensivetechnology,highaddedvalueandstrongdrivingrole,isthecorelinkanddevelopment"engine"intheindustrialchain,thehigh-endpartofequipmentmanufacturingindustry,andtheimportantenginetorealizethetransformationfrom"madeinChina"to"createdinChina".Othersixstrategicemergingindustriesalsoneedthesupportofhigh-endequipment.Thecultivationanddevelopmentofhigh-endequipmentmanufacturingindustrywillprovidestrongsupportforthetransformationandupgradingoftraditionalindustriesandthedevelopmentofstrategicemergingindustries.  

I.achievementsofChina'shigh-endequipmentmanufacturingindustryduringthe11thFiveYearPlan  

Duringthe11thFiveYearPlanperiod,thetotaloutputvalueofChina'smachineryindustryincreasedfrom4.18trillionyuanin2005to14.38trillionyuanin2010,withanaverageannualgrowthof28%,16percentagepointshigherthantheexpectedtargetof12%inthe11thfiveyearplan.Afteryearsofefforts,theproportionandabilityofChina'smechanicalproductstomeetthedomesticmarketdemandhasincreasedrapidly.Atpresent,thedomesticmarketsharehasincreasedfromabout80%in2005toabout85%.Duringthe11thFiveYearPlanperiod,Chinahassuccessfullydevelopedanumberofmajorandhigh-endnewproducts.  

1.Largescalemetallurgicalminingmachinery:5.5-meter-wideheavyplatemillwithworldadvancedlevel,10milliontonundergroundcoalminecompleteequipment,milliontoncoaldirectliquefactionequipment,220tonminingelectricwheeldumptruck,theworld'slargestΦ7.9mx13.6moreballmill,theworld'slargest100MNdoubleactionhorizontalaluminumextruder,theworld'slargest55m3excavator,andtheworld'slargestpowerTheintelligentshearerwiththelargestminingheightof6000tonsperhour,etc.  

2.Thecoredevicesofthemilliontonethylenecompleteequipmenthavebeenlocalized.Thefirstdomesticcrackinggascompressorforamilliontonethyleneplantwassuccessfullydevelopedin2009.Threekeyequipmentofethyleneplant-crackinggascompressor,propylenecompressorandethylenecompressorhavebeencompletedandputintouse.
